The Establishment of Thai Patent Fast-Track System

泰國建立專利快速通道系統

The director-general of Intellectual Property Department in Thailand, Vuttikrai Leewiraphan, recently announced to create a fast-track system for patent registration related to health care, including medicines, treatments, care and food in Thailand to benefit patent inventors. The new system will increase competitiveness in intellectual property and innovation in Thai patents, and to generate income for hiring Thai inventors and companies.

泰國商務部智慧財產局局長烏提卡瑞最近宣布會建立與健康，包含藥物、治療、護理和食品有關的專利註冊申請案的快速通道系統，將使專利發明人受益。新的系統將增加泰國智慧財產及發明的競爭力，並為泰國發明人及泰國企業創造收入及聘僱。

Normally, to register a Thai patent application takes about 55 months. However, with the fast-track system, it will take only 24-36 months, as there will be reduction of steps for those urgent patent cases. Since the beginning of COVID-19 till today, there has been 225 Thai patent and petty patent applications related to the treatment and prevention of this virus, which are 61 patents and 164 petty patents respectively. There are 178 newly filed requests pending for review, and there are 47 applications that have already been registered for a patent or petty patent.

通常註冊泰國專利需要花55個月，但在快速通道系統下僅花24-36個月，因為程序縮減，這些適用的專利為緊急案件。自新冠病毒開始至今，有225件泰國專利發明及小發明註冊申請案與病毒有關，分別為61件發明及164件小發明案。此外，有178件專利新申請案在審查中、有47件已註冊發明及小發明案。

The initial plan is to focus on specific group to benefit public health and there will be certain restrictions. For example, the purpose for such patents is for commercial or for real businesses. The exact condition, laws and regulations applied to the fast-track system application will be announced within this month.

最初的計畫會專注在特定族群使公共衛生受益，會有特定限制。舉例來說，此類專利的目的是商業或是發生的交易。實際與快速通道系統申請有關的條件、相關法律及規定會在本月公布。
